Susan York Designs 1995. This was a pattern-of-the-month club. This dress has a round yoke that was designed to be a perfect “twirl” dress with a matching spring coat. I think they’re for 18 inch American Girl dolls but it could be 20 inch dolls. It just doesn’t say. Pattern only
